The Council is proposing to carry our major refurbishment works on Newbattle Terrace between Morningside Road and Eden Lane. This is just on the northern boundary of the Grange Association area. The aim of the scheme is to improve the streetscape and make it a more welcoming place by:

  • Resurfacing the road and footpaths in high quality materials
  • Eliminating uneven surfaces and drainage problems
  • Replacing missing street trees with suitable species
  • Introducing continuous at-level footpaths over all junctions within the scheme whereby pedestrians have priority over vehicles
  • Installing a signalised pedestrian crossing to the west of Pitsligo Road
  • Improving the area at the junction with Pitsligo Road by widening footpaths and reducing traffic by making the south part of Pitsligo Road one-way northbound (away from Newbattle Terrace) with a southbound contraflow cycle lane on the one-way section

The Council posted the proposals on its consultation hub and these were open for comment from 30 Nov 2020 to 24 Dec 2020.

The proposals include these drawings showing the details.

Although the spirit of the idea is good, the knock-on effects could be very bad.
Part of this proposal prevents through-traffic North-to-South on Pitsligo Road. Drivers coming from Churchill will have to go West-to-East along Clinton Road instead of along the parallel Newbattle Terrace.

On Newbattle Terrace East-to-West, rather than slow down or wait at traffic lights at the junction of Pitsligo Road and NewbattleTerrace, drivers will inevitably choose the nearest convenient unrestricted route: the narrow cobbled lane of Clinton Road.
Clinton Road is already a rat-run of speeding commuters (non-covid).
It is curved thus has a limited sight-line.
Drivers go as fast as they can (30-40mph in the 20mph limit) along Clinton Road and there is nothing to slow them.
Clinton Road is a route to five schools (St Peters, Watsons, Bruntsfield, Boroughmuir, Gillespies).
The north pavement is disintegrating in places because, daily, cars drive along it and vans park on it.
The additional traffic displaced from Newbattle Terrace will also speed unrestrained.
It seems highly likely to make Clinton Road really very unsafe.
There has not been any proper assessment of traffic flow nor acknowledgement that traffic will be displaced.
A solution could be to include Clinton Road in the “Quiet Route” and to place “modal filters”, which are apparently large wooden planting boxes, strategically near the entrances to the new housing estate of Woodcroft. A longer term solution might be chicanes and “road tables” which are less steep than speed bumps.

I have seen the revised plans for Newbattle Terrace and Pitsligo Road. My recollection is that these were part of a larger scheme that included blocking vehicles at the junction of Whitehouse Loan and Strathearn Road/Place. There is no mention of this in the revised scheme and I wonder if it remains the intention to close Whitehouse Loan. Clinton Road is currently a rat-run for east-west traffic. There are currently three east-west routes:

Along Clinton Road to Church Hill.
Along Newbattle Terrace to Pitsligo Road and then to Church Hill.
Along Whitehouse Loan to Strathearn Place and then to Greenhill Gardens.

Inevitably traffic will divert along Clinton Road to avoid the traffic lights at Newbattle Terrace/Clinton Road and the block at the top of Whitehouse Loan exacerbating the rat-run.

I have asked the Council toconfirm what is planned for the Whitehouse Loan and Strathearn Road/Place junction and any mitigation planned for Clinton Road.
