There is an application for a House in Multiple Occupation (HMO) for flat 27/4 Mortonhall Road EH9 2HS. A neighbour advises us that there are currently no HMOs in the development of flats that comprise 25-27 Mortonhall Road. The application is for four tenants in this three-bedroom flat.

Neighbours have indicated that the notification was not posted publicly before 4 June, much later than the date the application was lodged, 20 May 2019. The notice includes:
"If a representation is made to the Council after [10 June] but before a final decision is taken on the application, then the Council may consider the late representation if it is satisfied that it was reasonable for the representation to have been made after the deadline."
Therefore, if your representation will arrive after 10 June, you should make clear that you were only alerted to the application after 4 June. In any case, representations should be submitted as soon as possible.
The Council's website states that objections "must be in writing and signed by the objector". This implies the need to submit a hard copy paper objection. Nonetheless, an e-mail objection to email@example.com would be a useful supplement to hard copy and would expedite submission ahead of the deadline.
