The revised application has been granted, subject to a legal agreement to cover the Council's costs in moving the lamppost and reconfiguring the on-street parking bays.
The handling report acknowledges the character of the conservation area and includes:
"The Grange Conservation Area Character Appraisal details how the private gardens dominate the landscape character of the Grange and are an important feature. The character of Cumin Place is set back villas with large front gardens, with a mixture of low and high boundary walls and a number of driveways."

"This proposal would not normally be acceptable[. However,] evidence has been submitted for the personal circumstances that require the proposed driveway and electrical charging points. The impact has been minimised by locating the new driveway next to the existing driveway for the upstairs flat. Permission was granted for the removal of a Golden Chinese Juniper tree on the boundary between no.6 and 6a in January. Although there has been a loss of this tree, a green boundary will be visible between the two driveways which helps to minimise the impact of the hardstanding. There will be soft landscaping remaining on the north side of the garden as well as screening to the proposed bike storage. "
The consent is conditional on a legal agreement which will include:
"1. Contribute the sum of up to £2,000 to progress a suitable order to amend the existing waiting and loading restrictions and parking place as necessary to
accommodate the proposed access.
2. Contribute a sum (estimated at £500) to relocate a lighting column (Ref.CZA05) to accommodate the proposed access. The works are to be at no cost to the Council;
3. An appropriate replacement of another silver birch (Betula pendula)(unless agreed otherwise with the planning authority) on the north side of the garden, planted as a 'feathered tree at least 2.5 metres in height, with a prepared root ball or minimum size of pot (if used) of 10 litres. The new tree should be planted within one month of the new driveway being completed."
