A planning application has been submitted for the removal of part of the front boundary hedge and replacement with a 2m high solid wooden fence, as well as replacement of the wrought iron gates to the driveway and the main pedestrian entrance with 2m high solid wooden gates. These proposals are contrary to the Grange Conservation Area Character Appraisal and we have lodged an objection accordingly.

The closing date for comments is 24 August 2018.

This application was refused on 13 December 2018. The handling report noted:
"The replacement of low, open metal gates by 2 metre high solid wooden gates would reduce visual permeability and affect glimpse views. In conjunction with the new 2 metre high solid wooden fence on the Grange Crescent boundary, this would create a fortified, unwelcoming character, which would also be contrary to ELDP Policies Des 12 and Env 6 and to the Grange Conservation Area. The erection of long expanses of 2 metre high solid wooden fences within the property boundary would create obtrusive barriers within it, further reducing visual permeability and increasing the fortified character.The proposed materials are not acceptable in this historic context."

An appeal has now been requested, which is a review by the Local Review Body (LRB) of the Council. The appeal will be heard at a meeting at 10.00 on 13-Mar-2019 in the Dean of Guild Room, City Chambers.

The review reference is 19/00014/REVREF and documents will be loaded there as the review progresses. At present, the supporting documents remain in the original planning application at reference 18/03981/FUL. However, the supporting documents show a revised arrangement on Grange Crescent, now with a hedge on both sides of the gate, rather than the 2m fence originally proposed in the planning application which was refused.

This is an irregular approach, as the LRB's remit is to review the original decision and the rationale that led to it. It is not an opportunity to submit a different planning proposal, for which the correct route is a new planning application.

The Local Review Body (LRB) concluded its appeal on 13 March 2019. It has granted permission for the replacement front door and window but has upheld the principal concerns of the Chief Planning Officer and refused permission for the wooden fences to the lower villa. In its report (available at 18/03981/FUL) the LRB states: "the fence to the lower villa was not considered acceptable as the proposal would be detrimental to the character or appearance of the Grange Conservation Area."
